The first panel at this morning's Fox TCA was about the new cop drama starring Jennifer Beals. Beals plays Teresa Colvin, the head of the Chicago Police Department, a tough job for anyone in the Windy City that tends to have a reputation of being corrupt. But Jennifer, clad in suits that are, perhaps, a little more simpler than Bette's, she's prepared for the job.

"For me, what was so interesting about her was not only her strength but her fragility in position," Jennifer said. "It's very tenuous to be a woman with that kind of responsibility and especially to have been in the police force for a short comparatively amount of time to the riders.It was interesting for me in this first season to try to play the balance between what it takes to lead 10,000 men primarily, because I think in the Chicago Police Department 25 percent women."

"I think you have to strike that balance between what is feminine leadership, what is masculine leadership," she continued. "How do you get 10,000 men to follow you? What does that leadership looks like, and I think we're constantly playing with that. Is she a transformational leader? Is she more of a — I don't know, I don't want to say ballbuster but I'm going to say ballbuster. What kind of leader was she? What kind of leader does she have to be in order to have these men trust her and be willing to follow her."

Besides Jennifer, the only other major female character is rookie beat cop Vonda Wysocki (Devin Kelley), and Jennifer said that she doesn't have a lot of screen time with her or any other of those 25 percent that are women on the CPD.

"You know I don't have much interaction with them, other than with Devin's character which is just fleeting," Jennifer said. "Maybe that's something that we develop in the future."

Let's hope so. In the meantime, you can watch Jennifer busting balls, Mondays at 9 p.m., beginning Feb. 7.

Quick — try to imagine a hot female superintendent of cops working somewhere, anywhere, in the country. Coming up empty? Executive producer Shawn Ryan doesn't think it's that unrealistic, which is why he felt strongly about casting Jennifer Beals (The L Word) as Superintendent Teresa Colvin in Fox's midseason drama The Chicago Code. She plays the ex-partner of Jarek Wysocki (Jason Clarke) who's now in a position of power to fight corruption in the city – most of which seems to originate from building-magnate-turned-politician Alderman Ronin Gibbons (Delroy Lindo).

"If anyone knows anything about Jennifer's life story, they would learn what an accomplished, educated person she is," the executive producer told the nation's TV critics in Pasadena, Calif., today. "In real life, the idea that somebody like her, who grew up in Chicago and took herself to great heights academically … I see no problem [that someone like her could get the job].  If Jennifer had taken a right turn instead of left, she could have been the superintendent of police. So hotness aside, when you talk to this woman about where she came from and what she did, you know she’s more than qualified to do this job."

To prepare for the gig, Beals said she did a ride-along or two with Chicago cops, though admits she couldn't last a day on the mean streets. (What's that you say about her being more than qualified, Ryan?) Anyway, Beals is clearly enjoying the rush of playing a pioneer in primetime. "I thought it was in incredible character, a woman in this position, which has not been done before," Beals said. "She is creating the template. What will that journey that be like? You can't be self-confident all the time. She certainly has been in the force long enough to have quite a bit of respect. But there is nobody who has gone before her, so she has to be on her game. She's aware that if she makes mistakes, she ruins it for women after her."

PASADENA, Calif. -- Fox's upcoming series, "The Chicago Code" (9 p.m. Feb. 7), is one of the season's bright spots, a smart, engaging cop drama with strong character development. It's a story of corruption, revenge and justice with Jennifer Beals as the city's top cop, Delroy Lindo as a corrupt alderman and Jason Clarke as a police officer loyal to Beal's character.

The show is produced by Shawn Ryan, the mastermind behind "The Shield." He talks about how this show is different from his previous basic cable hit after the jump. ...

Ryan said the original concept, reflected in the show's previous title, "Ride-Along," was to do a cop show that puts viewers in the police car with the cops (sort of what "Southland" does) but that changed over time. Ryan was also informed by the failure of "Terriers" on FX when it came time to confirm the title for this show.

"My experience on 'Terriers,' where the title may have been an obstacle to getting people to come, was a lesson to me in terms of what my responsibilities are in terms of being a showrunner aside from the creative aspect," Ryan said. "I started realizing the show evolved into more. It became more than being in cars with police officers, it came to represent a city, to represent a code, not only among police officers but between the people and their politicians and that did lead to the title change."

As for making the lead character -- Beals -- a hero rather than an anti-hero, Ryan said after "The Shield," that was an easy choice. 

"I didn't want to repeat myself," he said. "This is a character that didn't exist on that show. I liked the idea of approaching crime from the top and from the perspective of a female character. Through that there would obviously be some curiosity and resistance to a female superintendent over 10,000 cops. I like the intersection of that friction."
